The Criteria consists of four protocol sections. The first three sections contain questions designed to assess the ecological impacts and attributes of a species not native to the ecosystems under consideration.  The fourth section describes the type of information to use in completing the plant evaluation.

Section 1: Ecological impacts.
Section 2: Invasive potential.
Section 3: Ecological distribution and amplitude.
Section 4: Level of documentation.
